
Causes:
- Application of oil-based paint over a damp or wet surface.
- Resulting from moisture escaping through exterior walls.
Solutions:
- Try to remove the source of moisture. Remove the blisters by scrapping and then sanding the surface.
- Primer the bare surface and then repaint it properly.
